With a credit card (Visa, Mastercard) and PIN number, you can get Tanzanian shillings at almost all ATMs in Arusha and other larger cities.

Cash:

Dollars/Euros: It’s best to pay for your visa in dollars.
Dollars are also handy for small tips, as they come in small dollar bills. For example, the bellboy who carried your bag to your room or the chambermaid will appreciate them.
On Kilimanjaro or on safari, the guides and porters also expect a tip; see the separate article on tips. People here are also most appreciative of euros. Whether you want to bring that much cash from Germany is up to you. Otherwise, you can, of course, also give tips in Tanzanian shillings.
